Before assuming his present position, he served as Deputy General Counsel of ACDA. Prior to coming to ACDA, he served in the Department of State, at the National Science Foundation, and at the National Oceanic and Atmospheric Administration, Department of Commerce. His military service was from 1966 to 1972 in the U.S. Navy Judge Advocate General's Corps.
He holds a B.A. degree from Iowa Wesleyan College, a J.D. from the University of Iowa College of Law, and a LL.M. from the University of Miami.
