STATEMENT BY AMBASSADOR KARL F. INDERFURTH, UNITED STATES
REPRESENTATIVE FOR SPECIAL POLITICAL AFFAIRS TO THE UNITED NATIONS,
ON IRAQI SANCTIONS, JANUARY 5, 1996

WE BEGIN THIS NEW YEAR WITH SKEPTICISM BORN OF EXPERIENCE. 
SKEPTICISM BECAUSE FOR OVER FIVE YEARS, IRAQ HAS REFUSED TO TAKE THE
NECESSARY STEPS WHICH WOULD ALLOW THE COUNCIL TO LIFT THE SANCTIONS
REGIME. SKEPTICISM BECAUSE CONTINUING WEAPONS DISCLOSURES REVEAL
THE HORRIFIC AND DEVASTATING SYSTEMS IRAQ WAS DEVELOPING -- AND MAY
STILL BE PURSUING -- IN ITS HEAD-LONG RUSH TO POSSESS NUCLEAR,
BIOLOGICAL, AND CHEMICAL WEAPONS.  DESPITE TREMENDOUS EFFORTS BY
UNSCOM AND CHAIRMAN EKEUS, IRAQ HAS CONTINUED TO ACT IN WAYS THAT
ONLY REINFORCE OUR VIEW THAT IRAQ HAS NOT DEMONSTRATED "PEACEFUL
INTENTIONS" AS REQUIRED BY UNSC RESOLUTION 687.

WE MUST BE EXTRA VIGILANT TO INSURE IRAQ COMPREHENSIVELY FULFILLS
ALL OF ITS UNSC OBLIGATIONS.  WE CONTINUE TO HOPE THAT BAGHDAD WILL
LEARN THAT HALF-MEASURES, DECEPTION, AND PROPAGANDA WILL NOT SWAY
THIS COUNCIL.  WE CONTINUE TO HOPE THAT THE REGIME WILL TURN ITS
ATTENTION AND ITS RESOURCES TO THE WELL-BEING OF ITS OWN PEOPLE AND
ACCEPT UNSC RESOLUTION 986 SO THAT URGENT HUMANITARIAN NEEDS MAY
BE ADDRESSED.  WHILE IRAQ MANIPULATES THE REAL HARDSHIP OF THE
CIVILIAN POPULATION FOR INTERNATIONAL SYMPATHY, SADDAM CONTINUES
TO ATTEMPT TO EXPORT ILLEGALLY TONS OF VALUABLE IRAQI DATES.  WE FIND
IT SADLY IRONIC THAT AT THE SAME TIME UN RELIEF AGENCIES ARE
HIGHLIGHTING THE NUTRITIONAL NEEDS OF IRAQI CHILDREN, THE IRAQI
GOVERNMENT WOULD RATHER EXPORT THAN IMPORT FOOD.

WE WELCOME THE NEW MEMBERS TO THE SECURITY COUNCIL AND LOOK
FORWARD TO THEIR CONTRIBUTIONS TO THIS ISSUE.  IN REVIEWING THE
RECORD, THEY WILL SEE A PAST LITTERED WITH IRAQI LIES, INCOMPLETE
DISCLOSURES, THREATS, AND AGGRESSIVE ACTIONS.  THIS DANGEROUS
RECORD MAKES IT ESSENTIAL IN OUR VIEW FOR IRAQ TO UNEQUIVOCALLY
UNDERTAKE THOSE ACTIONS WHICH WILL LEAVE NO DOUBT OF ITS "PEACEFUL
INTENTIONS."  THE REGION AND THE INTERNATIONAL COMMUNITY CANNOT
AFFORD TO HAVE THIS COUNCIL LEAVE THE JOB HALF-DONE.

IRAQ IS REQUIRED TO RETURN BOTH PRICELESS KUWAITI CULTURAL
ARTIFACTS AND A HUGE STORE OF KUWAITI MILITARY EQUIPMENT STOLEN
DURING THE OCCUPATION. IN A SPEECH TO THE GENERAL ASSEMBLY ON
NOVEMBER 27, THE IRAQI PERMANENT REPRESENTATIVE CONDEMNED "THE
OBLITERATION OF THE CULTURAL HERITAGE OF NATIONS" AND CALLED FOR
"ALL MEASURES NECESSARY FOR THE RESTITUTION OF SUCH STOLEN CULTURAL
PROPERTY TO THE COUNTRIES OF ORIGIN."  DESPITE THIS STRONG STATEMENT
OF PRINCIPLE, IRAQ HAS NOT RETURNED ANY SIGNIFICANT CULTURAL
ARTIFACTS TO KUWAIT FOR OVER A YEAR.

IRAQ MUST CEASE THE REPRESSION OF ITS PEOPLE.  IRAQ CONTINUES THE
ECONOMIC EMBARGO AGAINST THE NORTH AND THE ECOLOGICAL DEVASTATION
IN THE SOUTH.

IRAQ IS REQUIRED TO ACCOUNT FULLY FOR OVER 600 CASES OF THOSE MISSING
OR KILLED DURING THE OCCUPATION; IRAQ HAS YET TO DEMONSTRATE AN
HONEST EFFORT TO RESOLVE THE CASES.

IRAQ MUST SHOW TO THE COUNCIL THAT IT HAS CEASED ACTIVE
PARTICIPATION IN AND SUPPORT FOR TERRORISM; INSTEAD, TERRORIST ACTS
DIRECTLY ATTRIBUTABLE TO IRAQ CONTINUE.

IRAQ MUST PROVIDE FULL AND FINAL DISCLOSURE REGARDING ITS WEAPONS
OF MASS DESTRUCTION PROGRAMS; WE LEARNED FROM AMBASSADOR EKEUS
LAST MONTH THAT IRAQ IS STILL HIDING INFORMATION ON PAST WEAPONS
PROGRAMS AND PURSUING NEW ONES.

EVEN IN THE ONE AREA WHERE IRAQ APPEARS TO HAVE COMPLIED, THERE IS
LESS THAN MEETS THE EYE.  IN NOVEMBER 1994, IRAQ RECOGNIZED KUWAIT'S
BORDER AND SOVEREIGNTY.  BUT THE FRONT-PAGE EDITORIAL CARRIED IN THE
IRAQI OFFICIAL NEWSPAPER LAST YEAR ON THE FIFTH ANNIVERSARY OF THE
BRUTAL INVASION OF KUWAIT DEMONSTRATES THE INSINCERITY OF THIS
RECOGNITION. THE EDITORIAL MAKES CLEAR THAT THE REGIME RECOGNIZED
KUWAITI SOVEREIGNTY, NOT AS ACKNOWLEDGMENT OF THAT COUNTRY'S RIGHT
TO EXIST AS A FREE AND INDEPENDENT STATE, BUT ONLY "IN RESPONSE TO THE
WISH OF INTERNATIONAL PARTIES WHICH SAID THAT THIS RECOGNITION
WOULD STRENGTHEN THE CHANCE OF HAVING THE BLOCKADE LIFTED."  THE
REGIME'S TRUE INTENTIONS BECOME CLEAR AT THE END OF THAT DIATRIBE
WHEN THE EDITORIAL WARNS KUWAIT'S LEADERS THAT "THE BLOCKADE WILL
BE LIFTED TOMORROW OR THE DAY AFTER AND THAT NEITHER THE UNITED
STATES OR OTHERS WILL PROTECT THEM THEN.  ONLY GOOD RELATIONS WITH
IRAQ WILL PROTECT THEM.  KUWAIT'S RULERS MUST READ THIS PHRASE
CAREFULLY AND THEY MUST UNDERSTAND IT CORRECTLY BEFORE IT IS TOO
LATE."  DOES THIS DEMONSTRATE IRAQ HAS PEACEFUL INTENTIONS?  EXACTLY
THE OPPOSITE.  DOES THE REGIME'S CONTINUED PURSUIT OF BANNED WEAPONS
DEMONSTRATE PEACEFUL INTENTIONS?  OF COURSE NOT.  ON EACH AND EVERY
ONE OF THE COUNCIL'S DEMANDS, IRAQ'S PERFORMANCE IS ONE OF UTTER
FAILURE, AND CLEAR EVIDENCE OF A LACK OF PEACEFUL INTENTIONS. THE
UNITED STATES GOVERNMENT WOULD WELCOME IRAQI STEPS IN FULFILLMENT
OF ITS OBLIGATIONS AND WE WOULD ACT ACCORDINGLY IN RESPONSE.  BUT
UNTIL THIS HAPPENS, THE SECURITY COUNCIL MUST ADHERE TO THE SAME HIGH
STANDARDS AS IT HAS DURING THE PAST FIVE YEARS.  THERE MUST BE NO
COMPROMISE WITH COUNCIL DEMANDS; FIRMNESS ON THE PART OF THE
COUNCIL REMAINS A CRITICAL INGREDIENT IN EFFECTING CHANGE IN BAGHDAD.
 FOR IRAQ, THE WAY TO RELIEF IS CLEAR.  IT REMAINS ONLY FOR SADDAM
HUSSEIN TO TURN FROM HIS CURRENT PATH AND TRAVEL DOWN A NEW ONE.
