Departure of Under Secretary of State for Management Richard Moose
Under Secretary of State for Management Richard Moose informed Secretary
Christopher today that he plans to return to the private sector. Under
Secretary Moose is joining the Council on Foreign Relations. Beginning
early next month, he will lead the Council's work on a comprehensive
private study of foreign policy resource needs.
In accepting his resignation, Secretary Christopher expressed deep
appreciation for Mr. Moose's service to the Department over the past
three years, noting that he has made "critical contributions to the
foreign policy of this Administration." The Secretary emphasized in
particular the enduring importance of the management initiatives
launched by Under Secretary Moose, including a new system for allocating
overseas costs among the foreign affairs agencies and the development of
a strategic plan for management of information technology. The
Secretary added that "these initiatives will have my continuing and
energetic support."
The Secretary also emphasized the valuable contribution that Mr. Moose
will make to the Council on Foreign Relations study. Noting that he and
Under Secretary Moose had "worked together for many years in a mutually-
supportive partnership and close friendship," the Secretary wished Mr.
Moose every success at the Council, and in his return to private life.
Assistant Secretary for Administration Patrick Kennedy will serve as
Acting Under Secretary for Management.
