Taken Question of April 26, 1994

1. Bosnia Q: Are Bosnian Serb troops allowed in the Gorazde exclusion zone?

A: THE NORTH ATLANTIC COUNCIL (NAC) ADOPTED TWO DECISIONS REGARDING GORAZDE ON APRIL 22.

--THE NAC RESPONDED TO THE IMMEDIATE CRISIS BY AUTHORIZING AIRSTRIKES UNDER NATO'S AUGUST 2 AND 9 DECISIONS, UNLESS:

1] BOSNIAN SERB ATTACKS AGAINST GORAZDE IMMEDIATELY CEASE;

2] BOSNIAN SERB FORCES PULL BACK THREE KILOMETERS FROM THE CENTER OF THE CITY BY 0001 GMT APRIL 24; AND

3] UNITED NATIONS FORCES, HUMANITARIAN RELIEF CONVOYS, AND MEDICAL ASSISTANCE TEAMS ARE ALLOWED TO ENTER GORAZDE UNIMPEDED, AND MEDICAL EVACUATIONS ARE PERMITTED BY THE SAME DEADLINE AS ABOVE.

--THEREFORE ALL BOSNIAN SERB FORCES, INCLUDING BOTH INFANTRY AND HEAVY WEAPONS, WERE REQUIRED TO PULL BACK THREE KILOMETERS FROM THE CENTER OF GORAZDE BY 0001 GMT APRIL 24.

--IN ANOTHER DECISION LATER THAT DAY, THE NAC DECLARED, INTER ALIA, THAT GORAZDE WOULD BECOME A MILITARY EXCLUSION ZONE.

--THIS SECOND DECISION REQUIRES THAT ALL BOSNIAN SERB HEAVY WEAPONS BE MOVED 20 KMS FROM GORAZDE AND THAT THE SHELLING OF GORAZDE CEASE. IF ANY BOSNIAN SERB HEAVY WEAPONS ARE FOUND WITHIN 20 KMS OF GORAZDE AFTER 0001 GMT 27TH OF APRIL, 1994, OR IF THERE IS FURTHER SHELLING OF GORAZDE BY HEAVY WEAPONS FROM ANY RANGE, BOSNIAN SERB MILITARY TARGETS WILL BE SUBJECT TO AIR STRIKES.

--THIS DECISION DOES NOT REQUIRE THE BOSNIAN SERBS TO WITHDRAW THEIR INFANTRY TO POSITIONS OUTSIDE THE 20 KM EXCLUSION ZONE.(###)
