Q: Congressman Dingell recently wrote to Secretary Christopher about a "secret September compromise" with Venezuela regarding reformulated gas exports to the U.S. whereby Venezuela would not pursue its complaint to GATT if it could not keep its present level of exports until the outcome of discussions with the U.S. on the issue. Can you confirm the letter and do you have any comment on this alleged "secret compromise"?
