Taken Questions of March 22, 1994

1. THAILAND

Q: Do you have any information on an attempt to bomb the Israeli embassy in Thailand? Has security at the US embassy been increased? Do you have information on possible CIA involvement in the investigation? Does the US have an extradition treaty with Thailand?

A: WE ARE AWARE OF REPORTS CONCERNING AN IMPROVISED EXPLOSIVE DEVICE DISCOVERED IN BANGKOK LAST WEEK, NEAR BOTH THE U.S. AND ISRAELI EMBASSIES. WE ARE IN TOUCH WITH THE THAI GOVERNMENT, WHICH IS ACTIVELY INVESTIGATING THIS INCIDENT.

--ALL APPROPRIATE SECURITY MEASURES ARE BEING TAKEN AT THE U.S. EMBASSY.

--AT THIS POINT, WE HAVE LITTLE INFORMATION ON THE DEVICE'S TARGET OR ON WHO THE PERPETRATORS ARE.

--THE U.S. DOES HAVE AN EXTRADITION TREATY WITH THAILAND AND A VERY GOOD HISTORY OF COOPERATION ON LAW ENFORCEMENT MATTERS.

--FOR QUESTIONS CONCERNING THE CIA, WE WOULD REFER YOU TO THAT AGENCY.

2. HAITI Q: What's the latest on the Parliamentarians' plan?

A: ON MARCH 2, THE HAITIAN CHAMBER OF DEPUTIES ENDORSED THE PARLIAMENTARIAN DELEGATION'S ll-POINT PLAN TO BREAK THE POLITICAL IMPASSE.

--WHILE THE SENATE HAS NOT YET VOTED ON THE PLAN, OUR DISCUSSIONS WITH NUMEROUS SENATORS FROM BOTH THE LEFT AND RIGHT INDICATE THAT A MAJORITY IS IN FAVOR OF MEETING AND VOTING FOR THE PLAN. WE HOPE THAT THE SENATE WILL VOTE ON THE PLAN SOON.

3. HAITI Q: What's the latest on the sanctions resolution?

A: THE FOUR FRIENDS RESOLUTION IS ON HOLD, PENDING FURTHER CONSULTATIONS.

4. HAITI Q: In its efforts to break the political impasse in Haiti, has the USG been in contact with any of the key players recently?

A: WE ARE IN REGULAR CONTACT -- EITHER DIRECTLY OR INDIRECTLY WITH ALL THE PERTINENT HAITIAN PARTIES WHO HAVE A ROLE IN RESOLVING THE HAITIAN CRISIS.

--HOWEVER, OUR CONTACTS WITH THE VARIOUS PARTIES ARE LESS IMPORTANT THAN DISCUSSIONS AMONG THE HAITIAN PARTIES THEMSELVES, IN THAT THEY MUST ULTIMATELY RESOLVE THEIR COUNTRY'S GRAVE PROBLEMS. THE INTERNATIONAL COMMUNITY CAN ONLY ASSIST AND FACILITATE THE PARTIES IN THEIR SEARCH FOR A RESOLUTION.
