U.S. DEPARTMENT OF STATE
Office of the Spokesman
Taken Questions of March 10, 1994

1. ZIMBABWE Q: What Are the Green Berets Doing in Zimbabwe?

A: WE ROUTINELY CONDUCT JOINT MILITARY EXERCISES WITH THE ARMED FORCES OF MANY COUNTRIES.

--FORTY OFFICERS AND MEN FROM THE 3RD SPECIAL FORCES GROUP (AIRBORNE) BASED AT FT. BRAGG, NORTH CAROLINA, HAVE BEEN IN ZIMBABWE SINCE FEBRUARY 15 TO CONDUCT A VARIETY OF SMALL UNIT EXERCISES AND EXCHANGES, INCLUDING PARACHUTE OPERATIONS, MOUNTAINEERING, CIVIL AFFAIRS, AND WEAPONS FIRING WITH OFFICERS AND MEN FROM THE ZIMBABWE NATIONAL ARMY (ZNA). THIS IS THE SECOND SUCH EXERCISE WITH THE ZNA; A SIMILAR EXERCISE WAS CONDUCTED IN FEBRUARY AND MARCH 1993.

--MOST OF THE TRAINING HAS BEEN WITHIN 25 MILES OF HARARE. ONE 20 MAN TEAM WILL BE CONDUCTING SOME ADVANCED MOUNTAINEERING TRAINING NEAR NYANGA IN ZIMBABWE'S EASTERN HIGHLANDS LATER THIS MONTH.

--THIS TRAINING WILL END ABOUT MARCH 31.

2. HUNGARY Q: Can you comment on the recent firing of more than 100 journalists at government-controlled Hungarian Radio?

A: WE HAVE NO COMMENT ON THE SPECIFIC INDIVIDUALS INVOLVED AND BELIEVE STAFFING DECISIONS ARE AN INTERNAL MATTER FOR THE MANAGEMENT OF HUNGARIAN RADIO.

--WE DO, HOWEVER, CONSIDER THE CONTINUING TURMOIL IN HUNGARY'S ELECTRONIC MEDIA TO BE UNFORTUNATE.

--A FREE AND FAIR ELECTRONIC MEDIA IS CRUCIAL TO THE FUNCTIONING OF DEMOCRACY. WITH ELECTIONS APPROACHING, IT IS IMPORTANT THAT ALL LEGITIMATE POLITICAL VOICES HAVE THE OPPORTUNITY TO REACH THE ELECTORATE THROUGH THE ELECTRONIC MEDIA.

--WE BELIEVE THE PUBLIC IS BEST SERVED BY OBJECTIVE NEWS REPORTING AND AN INDEPENDENT MEDIA.

3. AFRICA Q. How many USAID missions are being closed in Africa?

A. USAID plans to close 21 missions worldwide. Nine of those missions are in Africa: Burkina Faso, Botswana, Cameroon, Cape Verde, Chad, Cote d'Ivoire, Lesotho, Togo and Zaire.(###)
