U.S. DEPARTMENT OF STATE
Office of the Spokesman
Taken Question of February 11, 1994

1. NATO Q: Is Macedonia eligible to join the Partnership for Peace Program?

A: AT THE JANUARY NATO SUMMIT, ALL OF THE MEMBERS OF THE NORTH ATLANTIC COOPERATION COUNCIL (NACC) WERE INVITED TO PARTICIPATE IN THE PARTNERSHIP FOR PEACE. THE SUMMIT'S INVITATION WAS ALSO EXTENDED TO OTHER CSCE COUNTRIES, WHO ARE BOTH ABLE AND WILLING TO CONTRIBUTE TO THE PARTNERSHIP.

--THE FORMER YUGOSLAV REPUBLIC OF MACEDONIA IS NOT A MEMBER OF THE NACC. IT IS AN OBSERVER, BUT NOT A FULL MEMBER, OF THE CSCE.

--THE SUMMIT INVITATION THEREFORE WAS NOT EXTENDED TO THE FORMER YUGOSLAV REPUBLIC OF MACEDONIA. THAT WOULD NOT PRECLUDE IT FROM MAKING A REQUEST TO NATO TO JOIN THE PARTNERSHIP.

--THE ALLIES WILL DETERMINE ON A CASE-BY-CASE BASIS IF A COUNTRY WILL BE ABLE TO CONTRIBUTE TO THE PROGRAM, TAKING INTO ACCOUNT A NUMBER OF FACTORS, INCLUDING EXPERIENCE IN PEACEKEEPING ACTIVITIES.(###)
