1. FRANCE Q: Does the United States have any reaction to the recent French decision to repatriate two suspected terrorists to Iran?

A: FRANCE WAS HOLDING TWO IRANIAN SUSPECTS WANTED IN SWITZERLAND FOR TRIAL IN CONNECTION WITH THE 1990 ASSASSINATION OF AN IRANIAN OPPOSITIONIST.

WE DO NOT UNDERSTAND FRANCE'S DECISION TO RETURN THE TWO SUSPECTS TO IRAN BEFORE THEY COULD BE TRIED, PARTICULARLY IN VIEW OF THE SWISS EXTRADITION REQUEST FOR THE TWO MEN.

WE ARE SEEKING CLARIFICATION ON THIS MATTER FROM THE FRENCH GOVERNMENT. THE UNITED STATES BELIEVES THAT THE RULE OF LAW SHOULD BE APPLIED TO TERRORISTS. (###)
