WE UNDERSTAND THAT UNDER HAITI'S CONSTITUTION, MR. MALVAL SERVES AS ACTING PRIME MINISTER UNTIL A SUCCESSOR IS NAMED AND CONFIRMED BY THE LEGISLATURE. 2. VENEZUELA--Import Regulations Q. Has EPA issued regulations which will have the effect of stopping Venezuelan gasoline exports to the United States? A. THE ENVIRONMENTAL PROTECTION AGENCY HAS ISSUED REGULATIONS AFFECTING GASOLINE IMPORTS. THEY WILL TAKE EFFECT IN 1995. --THESE REGULATIONS HAVE CAUSED CONCERN IN VENEZUELA. THE STATE DEPARTMENT AND EPA HAVE HELD DISCUSSIONS WITH THE VENEZUELANS ABOUT THIS, AND THE DISCUSSIONS ARE CONTINUING. --IT WOULD BE A MISTAKE TO ASSUME THAT IN ITSELF, THE ISSUANCE OF THESE REGULATIONS WILL HAVE THE RESULT OF BLOCKING VENEZUELA'S GASOLINE EXPORTS.
