1.  AMBASSADOR ALBRIGHT'S REMARKS
Q:  When and where will the text of Ambassador Albright's September 23 remarks be made available?

A:   Ambassador Albright's remarks will be available from the Press Office at the State Department on Thursday morning, September 23, at approximately 9:00 a.m.  The text will be embargoed until after delivery.


2.  SOMALIA
Q.  Under what law and in what detention center is Osman Atto being held?  What legal procedures will the U.S. recommend be used in dealing with Atto?

A.  ATTO WAS DETAINED AT THE REQUEST OF UNOSOM, ACTING UNDER ITS MANDATE PURSUANT TO UN SECURITY COUNCIL RESOLUTIONS.

--OSMAN ATTO IS BEING HELD BY THE UN IN PREVENTIVE DETENTION AT AN UNDISCLOSED LOCATION.

--THE UN HAS THE RESPONSIBILITY IN THIS MATTER.  THE U.S. IS NOT RECOMMENDING ANY SPECIFIC LEGAL PROCEDURE TO USE IN THIS CASE.
