A: ON OCCASION, WE HAVE INFORMAL CONTACTS WITH NORTH KOREA THROUGH THE DPRK MISSION TO THE UNITED NATIONS. THIS CHANNEL HAS BEEN USED FOR FACILITATING ARRANGEMENTS AND TO PASS RELATED MESSAGES FOR THE U.S.-DPRK TALKS. Q: Have the North Koreans passed a letter to Assistant Secretary Gallucci, and what is in the letter? Have they threaten again to to withdraw from the NPT if the nuclear issue is brought before the U.N.? A: ASSISTANT SECRETARY GALLUCCI LAST MET WITH DPRK REPRESENTATIVES ON JULY l9 IN GENEVA.
