1.  North Korea
Q:  What is your view of North Korean efforts to promote its
dipIomatic and economic interests with other countries?

A  WE ENCOURAGE NORTH KOREA TO PLAY A RESPONSIBLE AND
CONSTRUCTIVE ROLE IN THE INTERNATIONAL COMMUNITY.

--THE U.S. HOPES IT WILL EVENTUALLY BE POSSIBLE TO IMPROVE
ECONOMIC AND POLITICAL RELATIONS WITH NORTH KOREA.

--HOWEVER, ONLY AFTER NORTH KOREA HAS RESOLVED THE INTERNATIONAL
COMMUNITY'S CONCERNS ABOUT ITS NUCLEAR PROGRAM WILL IT BE
POSSIBLE FOR THE NORTH TO IMPROVE RELATIONS WITH THE U.S. AND
OTHER COUNTRIES.


2.  Arms Shipments to Middle East
Q:  Did the Secretary discuss a reported shipment of SCUD
missiles when he met with Prime Minister Rabin and President
Asad?

A:  WE HAVE AN ONGOING DIALOGUE WITH THE GOVERNMENTS OF ISRAEL
AND SYRIA ABOUT WEAPONS PROLIFERATION ISSUES.  WE ARE NOT
PREPARED TO DESCRIBE THE SECRETARY'S SPECIFIC DIPLOMATIC
EXCHANGES REGARDING THESE ISSUES, WHICH INVOLVE SENSITIVE
INTELLIGENCE MATTERS.(###)
